Romania Visa Refusal Reasons (2025)

This page has been reviewed and verified by Michael Gibbons, Regulated Immigration Advisor, to ensure accuracy under current EU and Romanian immigration guidance. You can confirm current rates and costs through our Romanian Visa Application Guide.

If your Romania Visa application has been refused, the decision letter issued by the Romanian Ministry of Foreign Affairs (MAE) or embassy will specify the grounds for refusal under EU Regulation (EC) No. 810/2009 (the Schengen Visa Code, applied by Romania). Understanding the reason for refusal is essential before submitting an appeal or reapplying.

Common Reasons for Romania Visa Refusal

Applications may be refused for a range of procedural or substantive reasons. The most frequent grounds include:

  • Incomplete or missing documents: Failure to provide one or more required items listed under Appendix 1 of the visa checklist.
  • Unclear travel purpose: The purpose or conditions of stay could not be verified by the visa officer.
  • Insufficient financial means: The applicant did not demonstrate funds to support the stay and return journey.
  • Invalid or expired travel insurance: The insurance provided did not meet the required coverage of €30,000 or was expired.
  • Unreliable travel history: Gaps, previous overstays, or unexplained travel records that raise concerns about immigration compliance.
  • False or fraudulent documents: Submission of forged or inconsistent evidence may result in immediate refusal and a Schengen alert entry.
  • Lack of proof of accommodation or itinerary: No confirmed hotel bookings or host invitation letters.
  • Security or public order concerns: The applicant is listed in the Schengen Information System (SIS) or other alert databases.

Understanding the Refusal Letter

The refusal letter will reference one or more numbered grounds according to the Schengen Visa Code Article 32, which Romania follows. These may include:

  • 1: False documents were presented.
  • 2: Purpose and conditions of stay not justified.
  • 3: Not enough proof of means of subsistence.
  • 4: Already stayed 90 days in the 180-day period.
  • 5: Alert issued for refusal of entry (SIS entry).
  • 6: Considered a threat to public policy, security, or health.

What to Do If Your Romania Visa Is Refused

If your application is refused, you have three options:

  1. Submit an appeal: You may challenge the refusal before the Romanian Ministry of Foreign Affairs or the relevant consular authority. The refusal letter will specify where and how to appeal.
  2. Reapply: Correct the identified errors or omissions and submit a new application with improved documentation.
  3. Seek professional advice: If you are unsure about the grounds for refusal, obtain legal guidance from a regulated immigration advisor familiar with Romanian and EU visa law.

Appeal Deadlines and Process

  • Deadline: Appeals must usually be filed within 30 days from the date of receiving the refusal notice.
  • Submission: Written appeals must include a copy of the refusal decision, your passport biodata page, and any new supporting evidence.
  • Processing time: Appeals are generally reviewed within 30 to 60 days.

Note: The appeal process does not guarantee reversal of the decision. If the original refusal was due to serious credibility or documentation issues, a new application is often more effective.

How to Strengthen a Reapplication

To improve your chances of success when reapplying:

  • Provide a complete and consistent set of documents.
  • Include additional financial or employment evidence showing stability.
  • Explain any previous travel refusals or delays clearly in a cover letter.
  • Use official translations for non-English or non-Romanian documents.
  • Ensure your travel insurance and accommodation bookings are valid for your exact dates of travel.

Visa Refusal vs. Visa Ban

A standard visa refusal is not the same as an entry ban. If your refusal letter mentions an “alert for the purpose of refusing entry (SIS Alert)”, you may be temporarily barred from applying again within the Schengen zone. Seek immediate clarification from the Romanian embassy in such cases.
